Feb. 29 July 1982, Geneva Switzerland.: The United States and the Soviet Union began strategic arms reduction talks*** in Geneva today. The United States negotiator, Edward L. Rowny, has opened by his Soviet counterpart, Victor Karpov, in the front of the Rooooo building that houses the Soviet arms control delegation in Geneva and then Mr. Karpov escorted Mr.owny into the building.
