Feb. 29 The Board that almost wasn't: After the white house concluded that enforcement of the Import Tea Act couldn't be abolished by executive order, New York's Supervisory Tea Examiner, Bob Dick, hurriedly convened the 1970 Board of Tea Experts shown here being sworn in by New York's Executive officer, food and drug Administration, Kenneth A. Silver, on April 13, 1970. The Board succeed in establishing the necessary tea standards for the new tea year beginning May 1, 1970. From left to right: William A.
