Feb. 28 Idlewild Airport, N.Y. -- October 17 - Federal Director of Civil Defense Val Peterson, arrived here this morning by TWA Super G Constellation from San Francisco to begin a survey of the havoc wrought by recent storms through out the Northeast. Mr. Peterson immediately left by an Air force plane on a survey flight over the stricken area with general Thomas Herren, commander of the first army. Mr. Peterson told reporters he would set up headquarters in Hartford and remain there as long as he was needed. He said I am prepared to throw the whole government into this thing
