RALPH SCHOENMAN, 32, American born director of the Bertrand Russell Peace Foundation, who illegally returned to Britain nearly two weeks ago, refused to surrender to the Police yesterday. Yesterday RALPH SCHOENMAN met the Daily Telegraph reporter who had left several messages with Schoenman's friends in London.
