1961 - Monday's man in Britain: Mr. Selwyn Lloyd, Britain's Chancellor of the Exchequer, works in his office in the Treasury, London, on the Budget which he will present to the House of Commons and the British people next Monday, April 17. On his desk beside him (right) is the battered red despatch box in which since the 1850's British Chancellors have carried their accounting of the previous year's finances (ending on March 31) and their proposals for the coming year's taxation. In the spring therefore it can hardly be said that the British taxpayers eyes turn lightly to the little red box and its contents
