The setting is rarely photographed dining room of No. 1 Carlton Gardens, official London residence of Britain's Foreign Secretary. The decision concerned the Congo. How to save the 700 Europeans and Asians - including 42 from Britain and the Commonwealth - still in rebel-held territory. The two principal decision makers in this question were the Foreign Secretaries of Belgium and Britain, Paul-Henri Spaak and Patrick Gordon Walker. Mr. Spaak had flown to London from Brussels for a day of talks. The outcome of the talks, according to reports, is that Britain and Belgium have ruled out any further outside military intervention in the Congo.
