Dec. 12, 1973 - Council of Ireland Agreement.: Agreement on a Council of Ireland - with a core of seven Minister from Eire and seven from Ulster - was reached at the end of talks between political leaders from London, Dublin and Belfast, at Sunningdale last night. After more than 50 hours of bergaining Dublin and Belfast signed and exchanged copies of an agreed communique. The signatories were Mr. Heath. Mr. Cosgrave, Eire's Premier. Mr. Failkner, Chief Executive Designate of Northern Ireland, Mr. Gerry Fitt, leader of the Social Democratic and Labour Party and Mr. Oliver Napier, leader of the Alliance Party.
