With a brass-band playing; pretzels and beer in mugs a little Oktoberfest was being celebrated - eight days before the real one will be opened. Willy Brandt appeared at a beer -tent at the world -famous grounds of the Oktoberfest in Munich, West Germany - it has been one of the most cheerful Conferences of the SPD- Party for some time.
