Jul. 07, 1968 - Inside Wormwood Scrubs Borstal, : Mr. Callaghan, the Home Secretary, speaking in the House of Commons yesterday, said that no satisfactory long-term solution to overcrowding at the Borstal-training allocation wing at Wormwood Scrubs prison was possible other than new building. It was not true that boys were montinuously kept locked in calls unless they were undergoing punishment, he said in reply to Mr. Hogg (C. Marylebone), shadow Home Secretary. Answering Mr. Shinwell (Lab. Easington), he said he had invited a press photographer and reporter to visit Wormwood Scrubs and see conditions for themselves. The wing had given concern for some time. Like too many other parts of the penal system, it was overcrowded. Short-Term improvement were in hand.
