Cartoon, Dr Hellferich [Helfferich], German finance minister. He says: It's strange! The higher the costs rise, the lower the Mark falls! Karl Helfferich (1872-1924) was a German politician, economist and financier. He was responsible for financing the First World War, relying on loans rather than taxes, in the hope that Germany would win the war and reclaim costs from their defeated enemies
