In a horseracing analogy, Gladstone as jockey (riding Purchase) tells his political rival Disraeli (a tout) that he will win on this horse, and Ballot (referring to the planned secret ballot for voting) will come second in the parliamentary session. Disraeli asks, How about Budget? in a sarcastic manner (Gladstone's Budget had been less successful, and twopence had been added to the Income Tax)
