The Habitual Criminals Bill
As a result of the Habitual Criminals Bill which has recently passed through the House of Lords, constables were authorised to summarily apprehend, without warrant, ticket-of-leave men, if they suspected they were getting their living dishonestly.~~~~Bill Sikes- Lor, bless yer, I ain't up to nothin'! Why I was jest a-going ome to my tea!!! (The policemen says nothing but walks him off).~~
