Moving UFO in the night sky over Hessdalen, Norway

Though the photo seems to show an object shaped like a barrage balloon, the sequence of balls of light suggests movement, most likely of the object but possibly the camera. Mysterious lights appear regularly over Hessdalen, Norway, and have never been explained
