Following the introduction of the Elementary Education Act, commonly known as Forster's Education Act, in February 1870, Punch magazine depicts William Forster, the Liberal MP who drafted the Act, addressing children from a poor background who it was intended to benefit. The caption reads, THE THREE R's; OR, BETTER LATE THAN NEVER
