Tribunes of the People (Plebeian Tribunes) created in Ancient Rome. Tribunes were elected, and had the right to propose legislation before the Plebeian Council. They were created when the Plebeian soldiers refused to march against the enemy when the city was at war -- as a bargaining tool the plebeians were given the right to elect their own officials
