Uniformed boys on the deck of the Training Ship Exmouth in formation as a gun crew, pulling a gun carriage. The Exmouth, moored off Grays in Essex, was used by the Metropolitan Asylums Board as a naval training establishment for pauper children, most of whom came from London workhouses
