Treaty of Arras. Concluded in October 1191 by the interposition of William de Champagne (Guillaume de Champagne), Archbishop of Rheims; between Baldwin V, Count of Hainaut, and Matilda of Portugal (1151-1218), widow of Philip of Alsace, Count of Flanders.
