He is handing over an envelope bearing the new Bahamas stamps commemorating the Diamond Jubilee of World Scouting. The envelope would later be put in a bottle and dropped from Chelsea Bridge in London. The plan was for someone to find the bottle and post the envelope on to the Bahamas
