A British commissioner of the Inter-allied Commission in Upper Silesia. The Inter-allied Government and Plebiscite Commission for Upper Silesia (IK) under the direction of General Henry Le Rond, took over the governmental authority in the referendum region on February 11, 1920 (until July 14, 1922). Soldiers from France (13, 000) and Italy (2, 000) march in. Americans and Brits (initially) refused to send troops
