A severe crop failure led to a famine catastrophe in England. The Prime Minister William Pitt, who is portrayed as a butcher, remarked in a London newspaper that people should reduce the consumption of bread in favour of other foods. Gillray ridicules the absurd change from bread to meat, which is unaffordable for the population, by offering an oversized piece of meat to the starving John Bull
