The Socialist deputy Joseph Paul-Boncour as a speaker during a debate in the French National Assembly on the completion of the Locarno Treaties. The conference of Locarno on 5-16. October 1925 on a security agreement in Europe waived Germany, France and Belgium through a violent change their common borders. The German eastern border is not affected. Germany also has a guarantee of admission to the League of Nations and a permanent Council seat
