Dr. Wilhelm Hoegner

This photograph shows Dr. Wilhelm Hoegner, Bavarian Minister President between 1945/46 and 1954-57. Hoegner was dismissed from public service in 1933 and went into exile in Switzerland. There he created a draft constitution that was incorporated into the Bavarian constitution. That is why he is considered the father of the Bavarian constitution
