Dr. Wilhelm Hoegner at SPD party foundation, 1945
Wilhelm Hoegner gives a speech on the occasion of the party founding of the SPD in the Prinzregententheater in Munich. Hoegner was dismissed from public service in 1933 and went into exile in Switzerland. There he created a draft constitution that was incorporated into the Bavarian constitution. That is why he is considered the father of the Bavarian constitution
