King George V of England opens the London Naval Conference in the Royal Gallery in the British Upper House. The British Foreign Minister Arthur Henderson is standing (at the table) to the right of the King's throne, the French Foreign Minister Aristide Briand (2nd from left). After three months of negotiations, on April 22, 1930, the maritime powers of Great Britain, USA, Japan, France and Italy agreed about the demarcation of the most important maritime powers spheres of interest and the restrictions of their fleet building programs
