The Soviet Foreign Commissar Maxim M. Litvinov, (right) is welcomed by Hugh Cooper, the President of the Russian-American Chamber of Commerce, at his arrival at a gala dinner in the Waldorf-Astoria. The dinner was given by the Russian-American Chamber of Commerce in honor of Litvinov, who had achieved the recognition of the Soviet Union by the United States
