Paris under German occupation, 1941
The Eiffel Tower in Paris is decorated for propaganda purposes, with a huge V and a banner that says Germany wins on all fronts'. The big V was originally intended as a resistance symbol and should have been painted at nigh by the French on all walls and streets (appeal from London). But the Nazi counter-propaganda made from it a promotional hit for the German final victory by using the V-sign as their own symbol of victory
