The participants of the London Naval Conference about the delimitation of interests of the major naval powers in the garden of the British Prime Minister in Downing Street. From left to right: the Japanese delegate Saito, the Italian Foreign Minister Dino Grandi, the Japanese delegate Reijiro Wakatsuki, U.S. Secretary of State Henry Lewis Stimson, the French Prime Minister Andre Tardieu, Manteaux, the French Foreign Minister Aristide Briand, the British Prime Minister James Ramsay MacDonald, Fenton, Canadian Defence Minister James Layton Ralston, Waters, Chief Commissioner of Ireland T. Smiddy, Chatterjee and Walford. The naval powers of Britain, USA, Japan, France and Italy agreed on 22 April 1930, after three months of negotiations to restrict their fleet-building programme
