Pierre Etienne Flandin, the French minister of foreign affairs, is arriving at the Quai d'Orsay. There was a conference where representatives from Great Britain, France, Italy and Belgium met to negotiate the German occupation of the Rhineland. Fladin urged that the German troops should withdraw from the demilitarized zone
