Upon the occasion of the Four-Power Conference in London, the representatives of France, Germany, Great Britain and Italy met, (from left): Reich Foreign Minister Konstantin von Neurath, the State Secretary in the Foreign Office Bernhard Wilhelm von Buelow, the British Trade Minister Lord Walter Runcimann, the British Foreign Minister Sir John Allsebrook Simon and the Italian Foreign Minister Dino Grandi. During the conference the foundations of a Danube Federation, eventually a political and economic merger of the Danube nations and the Balkans, were discussed
