Unemployed African-American men from New York who are assigned to a reforestation project, receive their identity cards from non-commissioned officer C. E. Manley. The unemployed men were assigned to a reforestation project that was organized within the framework of Emergency Conservation Work also know as the Civilian Conservation Corps'. The men are trained for this work at Camp Dix. The project is a work-creation program and was one of the measures of the New Deal politics of President Franklin Delano Roosevelt, which were intended to help surmount the effects of the Great Depression
