After Reichstag President Hermann Goering (right above) had pushed aside the decree on the dissolution of the Reichstag, the government under Chancellor Franz von Papen, who had introduced the decree, left the hall. Instead, Goering put to the vote the motion of censure of the KPD against the government of Papen
