The Reichstag was composed of 397 deputies who come from universal, equal, direct and secret elections. The drawing shows the meeting, which was attended among others by the Minister of War, Albrecht von Roon (far left below), the Prussian Prime Minister, Otto von Bismarck (right beside), and the Prussian Chief of General Staff Helmut von Moltke (6th from left).
