At a time when Stalin, together with Trotsky, had eliminated his most important competitor and had consolidated his lasting leadership position, the Soviet Union's leadership comes together for the 54th birthday of Mikhail Kalinin. Kalinin was then Chairman of the Central Executive Committee of the Soviet Union and thus formally head of state, a position he held for a total of 23 years until 1946, but which did not bring him any power.
