After Reich Chancellor Franz von Papen had taken over the Prussian government, he issued a regulation which made illegal calls for strikes. In order to forestall a feared general strike, a corresponding placard was made public by the military commander of Great-Berlin and Brandenburg Lieutenant-General Gerd von Rundstedt
