The impartial Foreign Minister Walter Simons (sitting) with the German delegates after the London Conference of the Entente Powers at the Savoy Hotel. The London conference of the Allies conduced the definitive regulations of German reparation payments, which were already debated in January 1921 in Paris. The counter-proposal of the Reich Foreign Minister was ignored by the Allies. Simons demanded the retention of Upper Silesia in Germany, a reduction of reparation payments and the possibility to cover part of the claims by foreign loans. As a result, the Allies terminated the negotiations on 7 March 1921
