Work-creation program during the time of the New Deal, 1933

A group of workers who have been assigned to a reforestation project near Luray. The work-creation program was led by officers from the US Army. On this photo Captain Leo Donovan (left) and Lieutenant William F. Train give the workers directions. The reforestation project is the first to be organized within the framework of Emergency Conservation Work also know as the Civilian Conservation Corps'. It is a work-creation program and was one of the measures of the New Deal politics of President Franklin Delano Roosevelt, which were intended to help surmount the effects of the Great Depression
