A massive space station orbits a large habitable moon
Grimner Station is one of a series of massive space stations; hollowed-out small moons moved into the desired orbit. They orbit a large habitable moon rich in life, which in turn orbits the distant gas giant. There is just one problem, the indigenous life on the green moon is very large and very unfriendly, which makes the surface a rather inhospitable place. In the generations of colonization, only a few small nation states have gained a foothold on the moons's lush, inviting surface
