ITAR-TASS: CHELYABINSK, RUSSIA. APRIL 23, 2002. A street child sleeps outside a shop in the city of Chelyabinsk. Homeless and neglected children is one of the issues facing Russian cities. The police send them to child care centres, children's homes, and boarding schools.
