On 20 November, USSR President Mikhail Gorbachev delivered his speech in front of the Board of the USSR Ministry of Foreign Contacts. He mentioned the fact that during the recent USSR State Council meeting it was decided to form a new ministry and delegate it functions of the USSR Foreign Affairs Ministry and the USSR External Economic Relations Ministry.
