Moscow, Soviet Union. Oleg Kalugin, retired Major General of the KGB [Committee for State Security] and member of the Supreme Council, joins the rally in Manege Square on March 10, 1991 in support of the All-Soviet referendum and Boris Yeltsin as the Russian leader. The referendum was held on March 17, 1991 and put two questions to the voters: on preservation of the Soviet Union as a renewed federation of equal sovereign republics and on instituting the office of President of the Russian SFSR.
