Murmansk, USSR. On May 11, 1999, the mayor of Moscow, Yuri Luzhkov, participated in the foundation stone laying ceremony of a new high-rise apartment block for Murmansk seamen, built with the financial support of the Moscow government and Murmansk Region administration. During a one-day trip to the Kola Peninsula Yuri Luzhkov visited vessels of the Russian Northern Fleet, including the Lenin nuclear-powered icebreaker, and laid a wreath at the Memorial to the Defenders of the Soviet Arctic during the Great Patriotic War.
