A filer of Russian human rights activist Sergey Kovalev.On Jan. 16th he is leaving Moscow for Grozny at the head of a group of State Duma deputies. The parliamentarians are due to discuss problems relating to the upcoming presidential elections in Chechnya with the republic's leaders. Kovalev told ITAR-TASS that he was seriously concerned over the Chechen electoral commission's decision not to offer the refugees an opportunity to take part in the voting in the places where they are temporarily residing
