KUIBYSHEV. Pictured is a conference room down in Stalin's bunker where State Defense Committee (GKO) used to hold meetings. In the fall 1941, many Soviet government institutions had to leave Moscow and move to Kuibyshev. Preparations had also been made for Stalin's General Headquarters to move to the same location: a spacious and secure bunker had been built 37 meters below ground level.
