Kuybyshev, USSR. The airtight blast door leading into the reserve section of Stalin's underground bomb shelter built in the fall 1941 as the State Committee for Defence took a decision to evacuate key government institutions, including Stalin's General Headquarters, to Kuibyshev and prepare the city to act as the Reserve Capital of the Soviet Union if the Germans reached Moscow.
