Emperor Napoleon III and Baron Haussmann
Napoleon III handing over the decree of annexation of the suburbs of Paris to Baron Haussmann, for urban development (16 February 1859). Others present are J-B Dumas, chemist and president of the municipal council, General Fleury and General Rolin. This version of the painting includes the Empress Eugenie, and was intended to be more impressive than the earlier version.
