A cartoon referring to the 1908 Licensing Bill which sought to reduce the number of licensed premises selling alcohol. There was much criticism of the bill which was seen as an infringement of civil liberties, particularly as while the working class suffered the reduction in pubs, private social clubs were allowed to continue without restriction
