A poster from 1908 showing a cartoon by Poy. It criticises the Licensing Bill of 1908 and caricatures Prime Minister Asquith as an executioner taking the axe to civil liberty. The Licensing Bill sought to curb drunken behaviour by reducing the number of licensed premises. It was seen as an attack on the working man, especially as private members clubs were not subject to the proposed restrictions
