Admiral Alfred Friedrich von Tirpitz (1849 - 1930) when serving as Secretary of State for the Imperial German Navy, 1909. Tirpitz served as commander of the Imperial German Navy from 1914-16 and was a strong advocate of unrestricted submarine warfare.
