An illustration attempting to reflect the growth in the number of personnel in the British Navy, which, according to First Lord of the Admiralty, Winston Churchill, in a speech he made at the Guildhall in 1913, 'is twice as numerous as the next greatest Naval power'. The growth in naval personnel numbers ran in parallel with a massive dreadnought building programme in the years leading up to World War One, triggering a naval arms race among the major powers.
