Cartoon, A Fishy Case -- a satirical comment on the machinations involved in securing electoral reform, in order to give respectable working men the vote. Benjamin Disraeli chats with Colonel Taylor (Conservative Chief Whip) about support for his plans, represented by a few fish in a net. They are interrupted by PC Osborne (Ralph Bernal Osborne, Liberal Party Whip), who is suspicious of their activities.
